Who is Eligible for Chafee Services?Youth who are, or were, in foster care as teens and who are currently 13 to 21 are eligible for LINKS services. What is the State's Definition of Room and Board?Room and board only includes rent, rent deposits, room and board arrangements, or downpayment on a dwelling. Young adults who aged out of care are provided up to $1000 per year toward the cost of room and board. Sign a CARS agreement (Contractual Agreement for Residential Services) to remain in school/vocational training full time and live in a licensed foster care placement. Is the Extended Medicaid Option Available for Youth Until 21?Yes
The Medicaid Expansion passed. Effective October 1, 2007, all young adults 18-21 who aged out of DSS foster care will be categorically eligible for Medicaid without regard to income. Youth have to apply for ALL mandatory Medicaid before they can be approved for Extended Foster Care Medicaid. Can Youth in Care Get Driver’s Licenses?Yes
Since we are a county administered state it varies county to county. Most counties do help their youth get their licenses, and many foster parents will sign for the youth to get their licenses. We have funds through the LINKS (Chafee) program that can pay for driving instruction, driver's licenses, and toward car insurance. This is a critical skill for youth emancipating from care in a primarily rural state. Does the State Offer Tuition Waivers for Foster Youth?Yes
The Post Secondary Education Program also passed. This will provide tuition, room and board, fees, and books for all young adults who age out of North Carolina foster care and all youth adopted from DSS foster care after the age of 12. Scholarships apply only to the 16 branches of the University of North Carolina http://www.northcarolina.edu/content.php/campus/campusmap.htm and North Carolina Community Colleges http://www.ncccs.cc.nc.us/colleges_map.asp. These scholarships will be implemented by September 2008, or as soon as the infrastructure is in place. Does the State Have a Youth Leadership Program?Yes
