  • Youth in out-of-home care under the age of 16, who have current permanency goal of other planned permanent living arrangement through relative and non-relative care.
  • Youth in out-of-home care, age 16-21, with permanency goal of other planned permanent living arrangement through emancipation.
  • Youth in out-of-home care, age 16-21, with goal of other planned permanent living arrangement through relative and non-relative care.
  • Young adults, age 18-21, who were in out-of-home care on their 18th birthday.
