State's Chafee Mission Statement

The Arizona Department of Economic Security promotes the safety, well-being, and self-sufficiency of children, adults, and families.

Who is Eligible for Chafee Services?

Current foster youth age 13-21. Former foster youth who were in a state or tribal foster care program at age 16 or older.

What is the State's Definition of Room and Board?

Room and Board includes rent and utility deposits, basic household goods (linens, dishes), basic furniture, food and clothing.

Under what Conditions Can a Youth Remain in Care Beyond 18?

On a voluntary agreement. Youth who leave care at age 18 or older may return to care at any time before their 21st birthday.

Is the Extended Medicaid Option Available for Youth Until 21?

Yes

Youth must complete an annual renewal, which may be done by phone. Youth also must be a qualified US citizen, a dependent ward of the court, in the custody of the Arizona child welfare agency, and in out-of-home care when they reach the age of 18. (Youth who are on AWOL status at age 18 are also covered.)

Can Youth in Care Get Driver’s Licenses?

The policy resides with the foster parent.

If there is no guardian or employer of the applicant, a responsible person who is willing to assume the obligation imposed by this chapter on a person who signs the application of a minor.

The person who signs the application of the minor accepts all responsibility for the actions of the minor when driving a motor vehicle. The Department does not accept responsibility for the actions of the minor when driving a motor vehicle.

Does the State Offer Tuition Waivers for Foster Youth?

No

However, Arizona State University offers free tuition to youth from low-income families (ASU Advantage Program) and in 2006 the state appropriated $500,000.00 for the State ETV Program.

Does the State Have a Youth Leadership Program?

Yes

Arizona has a State Youth Advisory Board as well as local boards, the most active of which is the Maricopa County Youth Advisory Board. The governor plans on continuing to meet on a regular basis with the Arizona Youth Advisory Board which is comprised of current and former foster youth. These forums are facilitated by the youth, and discussions include suggestions and recommendations for system change.
