State's Chafee Mission Statement

Bridging the way to self-sufficiency for youth who have experienced out of home care.

Who is Eligible for Chafee Services?

Youth ages 14-21 in state custody are eligible to receive assessment and training services. Chafee funds are eligible for any youth who age out of foster care after their 18th birthday.

What is the State's Definition of Room and Board?

Room and board for youth who have aged out of care includes the costs that youth may incur while finding housing. This includes:

  • first month’s rent and deposit;
  • clothes;
  • temporary housing and food;
  • utilities and deposits;
  • phone deposits; and/or
  • household supplies.

Under what Conditions Can a Youth Remain in Care Beyond 18?

The youth can remain in care until age 21 only for educational reasons. The judge has to order the extended stay and the case has to be reviewed by the Judge every six months.

Is the Extended Medicaid Option Available for Youth Until 21?

Yes

Youth who leave care are eligible for Medicaid; normally the youth's case worker would assist the youth with application for Medicaid. Criteria is that youth has to leave care after their 18th birthday.

Can Youth in Care Get Driver’s Licenses?

Yes

They must be in care a minimum of six months and make application with the manager of the local DFS office.

Does the State Offer Tuition Waivers for Foster Youth?

No

Anyone who has a GED or diploma may apply for the Hathaway Scholarship. This is available for all Wyoming youth.

Does the State Have a Youth Leadership Program?

Yes

Wyoming Advocates for Youth (WAY) is an organization of foster care alumni. They provide education and support for youth aging out of foster care. For more information contact Melinda Dennington mindyall4him@yahoo.com.
